Whilst banks are cutting interest rates in hopes of attracting interest in personal loans, restrictions regarding collateral are numerous due to the high number of non-performing loans. If you are looking to save some money, some banks offer significantly higher interest rates for accounts in Đồng compared to dollar accounts. This comes with a bit of risk as the Đồng has been devalued against the U.S. dollar. Private citizens will issues loans to foreigners, however, these are high risk and high interest.
