Almost all banks offer debit and credit cards, each with their own limits and requirements. Debit cards issued in Saigon or anywhere in Vietnam are valid only in the country. Most credit cards are accepted in countries outside Vietnam, but it is best to check with your bank before you leave the country. 

There is no credit rating system set up in Vietnam, so any credit card will be pegged to your bank account to ensure payments go through.
