Foreigners or expats who are residents in Saigon may purchase houses for the purpose of residing in it but they can never own the land beneath it. Why? Because by Vietnamese law, land is a national good. Again, you can only own the structure built on a property but not the land that it is on. You can enjoy a “land use right” for up to 50 years. This duration can be renewed. 

However, this is different if in case you’re married to a Vietnamese citizen or a Việt kiều. Because then, you will have the same ownership rights as Vietnamese citizens.
