1) Rich break the law to grab housing for low-income people

Many wealthy people have exploited loopholes in laws to scramble for low-priced houses which are built to serve low-income earners.

At Dang Xa residential area in Long Bien District which is a low-income housing project, is easy to see cars, even those with luxury brands, parked there. Their owners are from Hanoi and the surrounding provinces of Hung Yen, Hai Duong and Bac Ninh. Many of them are not low-income people and have their own houses already, but they have somehow been able to buy the houses.

A house covering around 700 square metres at Dang Xa is priced at around VND700 million (USD33,330) and the services fees are also reasonable.

2) Vietnam third generous for paid leave in Southeast Asia

But other countries in the region get far more public holidays.

Southeast Asian nations in general are not very generous when it comes to paid annual leave. On average, a Southeast Asian worker has 10 days off per year, compared to 20 in European countries.

The findings were based on each country’s labor law and mostly applied to employees working an average five-day week; a definitive comparison between nations was not possible as some have different entitlements for different workers.

On the whole, Vietnam was placed third in the region with 12 days statutory annual leave.

3) HCMC hospital pressure eased by cutting-edge clinic

Trần Thị Ngọc, 81, of Thủ Đức District’s Bình Chiểu Ward, no longer goes to the district hospital for treating her joint and heart diseases as the latter recently opened a satellite clinic at the ward health centre.

She says: “I used to go to the hospital at 4am and wait for four or five hours before being examined. The satellite clinic provides the same service as the hospital.

“My chronic diseases caused by age do not need to go to the hospital for treatment. It is good to get treated at the ward-level clinic.”

The clinic has modern paediatric, obstetric, ophthalmologic and other equipment to treat patients.

4) Thousands of civil servants deemed useless

Vietnam is wasting trillions of VND paying 700,000 civil servants who are barely working, according to the National Assembly Committee on Social Affairs.

During the conference about basic wages and improvement for civil servants on October 12, Bui Sy Loi, deputy head of the National Assembly Committee on Social Affairs said the low monthly basic wage of VND1.21m was still higher than deserved for the productivity of most civil servants.

According to Loi, about 30% of state employees can barely do their work. This means government is wasting VND17trn (USD762m) to pay 700,000 useless employees annually.
